TLILIC2005A Licence to operate a boom-type elevating work platform (boom length 11 metres or more)

What is an Over 11m Boom Lift Course?

In NSW and all other states, a High Risk Work Licence (HRWL) is required to operate any Boom type Elevating Work Platforms (EWPs) where the boom length can extend 11m or more. So the licence requirement is NOT for the height you will be working at, but rather the maximum boom capacity of the boom lift you are operating. Traditionally, most boom lift equipment is in “foot” measurements, so any boom lift 35ft or over will require a WP license to operate it.

 

Is there anything I must have before I join this course?

People who join this course MUST be 18 years or older, speak and understand English (SafeWork NSW Licence assessments cannot be conducted in any language other than English) and have 100 points of ID to confirm their identity. Please read the ID requirements very carefully as SafeWork NSW have very strict guidelines on what will be accepted and what will not be accepted. If a participant fails to bring 100 points of identification a re-booking fee of $100 will be charged for assessment to be re-scheduled.

 

How long is the course?

This course runs for 3 days, consisting of two training days during which time you will learn both theory and practical aspects of operating the boom lift and one day for the SafeWork NSW licence assessments which also include both a theory and practical assessment.

 

Who should do this course?

This course is designed for anyone who operates over 11m Boom Lift Type EWPs and requires a valid (Australian) National Licence to Perform High Risk Work to do so.

 

Where can I do the training?

Cobra Training & Licensing Services has a fully equipped training venue. We run regular courses at our Wetherill Park site.

We can also deliver this training AT YOUR SITE if you have your own EWP and a group(s) of up to 6 people for training. We do not charge a call out fee for locations within Sydney Metro area.

We are flexible to deliver a course at any time, inside or outside normal business hours.

Outline

What is included in the course?

This course includes theory (classroom stuff) and of course you will also get practical experience operating the EWP equipment as well. During training we teach you:

  • WHS licensing legislation
  • different types and uses of EWPs
  • how to perform job safety analysis and risk assessments
  • how to read and interpret safety/warning decals
  • what are the risks and dangers of operating over 11m EWPs
  • how to do pre start inspections and why they are important
  • how to properly fit and wear safety harnesses
  • what to do in an emergency situation and where to get more info if needed
  • how to calculate loads and wind factors associated with operating EWPs
  • how to prepare for your WorkCover HRW Licence Assessment

 

What do I get when I finish the course?

When you have successfully finished the course, you will receive a Statement of Attainment certification from us for TLILIC2005A Licence to Operate a Boom-Type Elevating Work Platform (boom length 11 metres or more) and you will also receive paperwork to lodge at Australia Post within 60 days of your successful assessment in order to receive your photo style National Licence to Perform High Risk Work (class WP) issued by WorkCover NSW. The HRWL is valid for 5 years from the date of issue and you will need to renew it before the expiry date.

What happens if I do not pass the course?

You must be able to speak and understand a good level of English to be able to attend this course. In the rare event you do not pass the first time, you are more than welcome to join our next available scheduled course in Wetherill Park. There is no fee for extra training, however, re-assessment fees are $100 pp.

 

When will I get my HRW Licence Photo Card?

Once you have successfully finished your training, and have lodged the required paperwork and passport sized photo at Australia Post for processing, you will usually receive your photo licence in the post approximately 4-6 weeks later. You will however receive a pink copy of your assessment details which is your temporary licence until you receive your photo card from WorkCover. Please be aware, if you do not lodge your paperwork at Australia Post within the allocated period, your paperwork will no longer be valid after 60 days and you will need to do another full assessment at an additional cost. Assessors cannot simply complete new paperwork, so you will have to do a full assessment again in both theory and practical.

People who attend the over 11m boom lift licence often get a Yellow Card as well, so it covers the operator for all boom and scissor lift type EWPs.
